Subject: Development of Policy
The Board shall continuously and deliberately reappraise its policies in light of the best practice and needs of the school system and community. The policies reflect the thinking of the Board members of the School System. Policy provides a basic plan of action and establishes limits within which freedom of judgment can be exercised. The Board, in its development of policies, stands as a legislature. Its resolutions have the force of the law and the District.
Policies should accomplish the following:
- Reflect general environment in which school the system operates;
- Include direction for its implementation by implication or board explication;
- Be impartial in its dealings with all parties;
- Omit non-relevant details that change with time; and
- Grant authority to act.
In determining the policies needed for operating the school system, the Board shall be guided by:
- State Education Law;
- Directives from the State Education Department;
- Needs of the community; and
- Philosophy of the Board.
Wise policymaking by the Board will take advantage of the knowledge of its employees.
