    Level 1

    Proactive thinking / Classroom Level Strategies

    • Our goal is for all students to receive instruction in an environment conducive to learning. To create this environment, teachers will follow these strategies. If these strategies are successful then referral to an administrator may not be necessary.
    • Discuss expectations and rules for classroom behavior and procedures with students
    • Share class rules, consequences, and rewards with parents
    • Make positive contact with all parents on a consistent basis
    • Build relationships with students that support academic achievement
    • Interact with students based on cultural communication patterns
    • De-escalate behaviors by giving children “an out” to a situation
    • Avoid power struggles with students
    • Try ignoring student behavior
    • Give gentle reminders to students when a rule is broken in a respectful caring manner
    • Assess learning styles to best match instruction to students’ learning styles
    • Move around the classroom during instruction 

    Level 2

    Teacher Empowerment and Team Level Interventions

    Teachers have the right to teach without student disruptions and should use a variety of strategies when disruptions arise. Additionally, this level allows for team involvement. These strategies should be implemented with a great deal of fidelity from anywhere from 4–6 weeks. In some cases, referral to a school administrator may be necessary. 

    • Use close proximity for off-task students
    • Change seats on a regular basis and/or use flexible grouping
    • Use activities that will allow student movement
    • Inform parent of behavior – e-mail, phone call or conference
    • Assign detention
    • Confer with team for additional strategies
    • Use PRIM book (Pre-Referral Intervention Manual)
    • Loss of privileges
    • Write a letter of apology/reflection (student written)

    Read the cumulative file
    Develop a formal behavior plan for the student
    Create a student contract 

    Level 3

    Administrative Response

    Below is a list of possible consequences when responding to referrals

    • Administrative Conference: As a necessary first step to referrals, the teacher or administrator will confer with the student and may contact parents. In addition, a meeting may be required with the teacher, student, counselor, pupil personnel worker, parent, administrator, police, and/or other appropriate person.
    • Administrative Lunch Detention: Students will be assigned a lunch table for not longer than one week (or not assigned)
    • Administrative Detention (morning/afternoon): Students serve before/after the regular school day (possibly Saturdays). Students will be given 24 hours notice. Student involvement in extracurricular or work activity shall not postpone detentions. Should a conflict arise, the assigned detention will take precedence.
    • Alternative School Classroom: Students may serve part of the school day in another room, where they will be required to comply with all directives.
    • Out of School Suspension: In accordance with the rules and regulations GCSD, the principal or principal’s designee may suspend a student. The student will be given notice of the reasons for suspension, an explanation of the evidence, and an opportunity to present his/her side of the story. During the time of the suspension, the student may not be on any GCSD property or participate in any school-sponsored activities without prior approval of an administrator.
    • Police Referral: Any student who violates the law will be reported to the Geneva City Police Department and/or Fire Chief as appropriate.
    • Recommendation for Expulsion: In accordance with GCSD regulations, a student may be excluded from all GCSD property and buildings as determined by the Superintendent of Schools.
    • Financial Reimbursement: A student will be required to reimburse individuals or GCSD for theft of or damage to or destruction of property.
    • Restoration of Property: Students may be required, as a consequence during detention, to restore furniture or an area they have damaged or trashed to a clean and/or safe condition.
    • Confiscation of Property: Inappropriate items brought to school, including cell phones, may be confiscated by any staff member and returned to the student or parent/guardian or turned over to the police.
    • Dress Requirements: Appropriate school attire is required. Dress requirements are necessary to maintain an environment consistent with Geneva’s educational mission and vision. Any style of dress which is distracting or inappropriate to the educational process is not allowed, as determined by a school official. Adherence to dress requirements is the responsibility of both the student and parent/guardian. (Please refer to the Student Dress Requirements document).
    • Search and Seizure: Any principal, assistant principal, or authorized security officer of a school may conduct a reasonable search of a student or the student’s property if there are reasonable grounds to believe that the student is in possession of an item, the possession of which is restricted by the policies and procedures of the school, the school system, or the law of the State of New York. The search must be conducted in the presence of a third party. Any principal, assistant principal or authorized security officer of the school may conduct a search of every part of the physical plant of the school, including upon reasonable cause, students’ lockers. Students may also be requested to do a self-search. 

    Note: An administrator will confer with a student when he/she is sent out of class. Based upon the outcome of the conference, the student may or may not return to class.

    Deploying the Code of Conduct

    Teachers should address all inappropriate behaviors and be aware that some behaviors may call for a referral to the administration. Please see the examples of non-referable and possible referable offenses listed below:

    Non-Referable Offenses

    • Calling out in class
    • Chewing gum
    • Wandering the room
    • Not prepared for class
    • Sidebar conversations
    • Off-task behaviors
    • Tardy to class
    • Giving “attitude”, rolling eyes, heavy sighs, sucking teeth

    Possible Referable Offenses

    • Chronic classroom disruption
    • Profanity
    • Fighting
    • Weapons
    • Bullying/Harassment
    • Constant insubordination
    • Patterns of inappropriate behavior
    • Chronic tardiness 

    The goal is to have students in class as much as possible.

    Teachers have two options when referring a student. One option is referring a student without removing the student from class. The other option is referring with removing the student from class. When removing a student, please use the following procedure:

    1. Call the Dean of Students or Main Office
    2. Complete all parts of the referral form in School Master without breaking the momentum of the lesson
    3. If the student has displayed gross misbehavior and the momentum of the class is already broken, complete the referral form immediately and forward it to the designated administrator
    4. If a student received special services for Section 504 accommodations, time of out class must be documented and case managers must be notified immediately so that the minutes students are not in class are documented and counted against the ten days required by Public Law.
