The Board of Education recognizes that many factors, including the use and misuse of prescription painkillers, can lead to dependence on and addiction to opiates, and that such dependence and addiction can lead to overdose and death among the general public, including district staff and students. The Board wishes to minimize these deaths by the use of opioid overdose preventive measures.
Accordingly, the superintendent of schools shall authorize the school district medical director to issue a non-patient-specific order to school nurses to administer intranasal naloxone (known commonly as Narcan). The non-patient-specific order shall include a written protocol containing the elements required by the regulations of the Commissioner of Education. District nurses shall be authorized to administer naloxone to any person at school or a school event displaying symptoms of an opioid overdose.
The board also approves the district to participate in a New York State Department of Health-registered Opioid Overdose Prevention Program as an opioid overdose prevention provider. All employed Nurses shall receive the training from this program. In addition, the district shall offer an annual Opioid Overdose Prevention training to staff. Employee-trained responders may administer naloxone to a student or staff member displaying opioid overdose symptoms, along with contacting emergency responders and the building’s school nurse. The nursing chair shall keep a list of all district-trained responders in the district by building. A copy of the list shall be given, as necessary, to building principals so that they are aware of who is able to assist in the event of an emergency.
The district shall purchase and provide NYS Department of Health naloxone kits for all school buildings.
The district shall comply with all recordkeeping, inventory, storage, documentation, and notification requirements of participation in an opioid overdose prevention program.
